Dutch Parliament Adopts Resolution to Protect Artsakh’s Cultural Heritage
On October 10, 2024, the Foreign Relations Committee of the Dutch Parliament adopted two resolutions in support of Armenia. The first resolution addresses the preservation of Nagorno-Karabakh's cultural heritage, while the second focuses on the repatriation of prisoners detained in Azerbaijan. Furthermore, the Dutch Minister of Foreign Affairs, Caspar Veldkamp, actively participated in the discussions surrounding the resolutions.
The resolution concerning the preservation of Nagorno-Karabakh's cultural heritage was authored by Members of Parliament Isa Kahraman and Don Ceder.
In presenting the draft resolution, I. Kahraman emphasized that, while the Armenian-Azerbaijani peace process is supported, the destruction of Nagorno-Karabakh's cultural heritage is condemned, and a proposal for its preservation is advanced https://en.armradio.am/2024/10/12/dutch-parliament-panel-calls-for-release-of-armenian-captives-protection-of-cultural-heritage-in-nagorno-karabakh/.
The resolution specifically notes that, as a result of the Azerbaijani military offensive in September 2023, the entire population of Nagorno-Karabakh fled to Armenia and has yet to return to their homes. This is attributed to Azerbaijan's ongoing destruction of Armenian cultural heritage in those territories. The resolution calls on the government to develop a proposal for the protection of Armenian cultural heritage in line with the 1954 Hague Convention for the "Protection of Cultural Property in the Event of Armed Conflict," as adopted by UNESCO (https://www.instagram.com/akoonkmedia/p/DBE6eDxxGZi/).
The Dutch Minister of Foreign Affairs did not oppose the draft resolution, acknowledging that a military escalation in Nagorno-Karabakh has occurred and has had significant consequences. He affirmed the government's support for the call to protect Armenian cultural heritage.
The second resolution, submitted by a cross-party group of deputies, underscores the importance of establishing peace between Armenia and Azerbaijan. It also addresses the detention of Armenian prisoners of war, urging the Dutch government to use its influence to secure their release, per international humanitarian law. Both resolutions were adopted by a substantial majority in the legislature.
On October 12, Aykhan Hajizade, the spokesman for the Azerbaijani Foreign Ministry, issued a statement condemning the two resolutions, characterizing them as "anti-Azerbaijani" and unacceptable. The Azerbaijani side described the 2023 military operations as anti-terrorist measures intended to eliminate military threats to Azerbaijan and neutralize illegal armed units, which they labeled as "captives" and "terrorists." Additionally, they accused Armenia of being responsible for the destruction of cultural heritage https://en.trend.az/azerbaijan/politics/3956060.html.
