The article examines the role and significance of culture as a factor in Azerbaijan’s foreign policy. Azerbaijan’s policy of the forced appropriation of Armenian heritage, which became particularly pronounced during armed clashes and wars, has prompted Armenian specialists to focus primarily on researching Azerbaijan’s anti-Armenian policies and analyzing their mechanisms. At the same time, it is equally important to examine the principal mechanisms and directions of Azerbaijan’s foreign policy, in which culture plays a significant and often central role and is used as a means of integration into Western cultural processes.
The main objective of the article is to examine the principal theses, directions, and instruments underlying the formation of Azerbaijan’s foreign policy since the collapse of the Soviet Union, with particular emphasis on the role of culture as a driving force of “soft power.” The study considers the development of Azerbaijan’s foreign policy from the perspectives of public diplomacy, foreign economic investment, and intensive international cooperation.
