In its 17th point, the European Parliament expresses profound concern over the safeguarding of cultural, religious, and historical heritage following the mass displacement of the Armenian population from Nagorno-Karabakh. It urges Azerbaijan to refrain from further destruction, neglect, or alteration of cultural, religious, or historical heritage in the region. It calls upon it to prioritize the preservation, protection, and promotion of this rich diversity. The resolution calls for the protection of Armenian cultural, historical, and religious heritage in Nagorno-Karabakh in accordance with UNESCO standards and Azerbaijan's international obligations. It demands that Azerbaijan allow a UNESCO mission to Nagorno-Karabakh. In its 15th point, the resolution calls for the full implementation of all decisions of the International Court of Justice, including the decision of November 17, 2023. It reaffirms its call to the Azerbaijani authorities to allow the safe return of the Armenian population to Nagorno-Karabakh and to provide firm guarantees for the protection of their rights, including their land and property rights. Furthermore, the resolution urges Azerbaijan to safeguard the identity of individuals who have been forcibly displaced and to guarantee their civil, cultural, social, and religious rights. It also calls on the country to refrain from any rhetoric that could incite discrimination against Armenians.
