On July 23, 87 members of the U.S. Congress sent an official letter to U.S. Secretary of State Marco Rubio, addressing Azerbaijan's policy of destroying historic churches and monasteries in the region. (https://anca.org/assets/pdf/072325_ArmenianCaucus_RightofReturn.pdf)
In the letter, alongside efforts to guarantee the right of return for forcibly displaced Armenians of Artsakh, it is emphasized that after the military seizure of Nagorno-Karabakh, Azerbaijan has systematically destroyed Armenian Christian cultural heritage, including ancient churches and monasteries, cemeteries, and settlements.
In addition, the U.S. lawmakers confirm that Azerbaijan has carried out large-scale looting and demolition of civilian homes, property, and infrastructure, in an attempt to deprive the region's displaced Armenian population of the possibility of return. Therefore, the document calls on governments and international bodies – based on the OSCE and other conventions – to take diplomatic and legal steps to prevent the further destruction of Armenian cultural heritage and to support the process of people returning to their historic homes.
Members of Congress also welcomed the final declaration of the international conference on the preservation of Armenian religious, cultural, and historical heritage in Nagorno-Karabakh, adopted under the auspices of the World Council of Churches on May 27–28, 2025, in Bern, Switzerland.
