Proposal by Members of the French National Assembly

On July 22, 2025, the President of the French National Assembly received from MPs Laurent Wauquiez and Alexandra Martin a proposal for a European resolution to support Armenia's efforts to achieve peace with Azerbaijan by concluding a strategic partnership with France. Among other issues, the proposal also addresses Azerbaijan's policy of destroying historical monuments in Artsakh (Nagorno-Karabakh).

The draft resolution notes that, since the end of the military operations in Nagorno-Karabakh (Artsakh) in the autumn of 2023, French MPs remain deeply concerned about the situation of the displaced Armenian population. In this context, France has a historical and political role as a friend of Armenia, a permanent member of the UN Security Council, and a committed actor in the European Neighbourhood Policy. It is France's duty to support the Republic of Armenia's efforts toward peace and to promote a strategic partnership based on democracy, human rights, security, and development.

The MPs stress that the policy of systematic destruction of historical, cultural, and religious heritage in the Republic of Artsakh and in all territories under Azerbaijani control is part of Azerbaijan's broader, systematic policy of denying Armenia's existence, which also includes a strategy aimed at the destruction of the Armenian population.

The MPs express their deep concern regarding the forced displacement of the Armenian population of Artsakh from its historical homeland, the ethnic cleansing, the issue of political prisoners, and all Armenian detainees. The draft resolution recalls that the right of peoples to self-determination must also be upheld for the Armenian population of Artsakh.

The document calls on the international community, under conditions of security guarantees, to demand from Azerbaijan that it ensure the realization of the Armenian population's right to return to Artsakh.

The MPs appeal to the French government and the European Union to demand that Azerbaijan respect human rights.
