Azerbaijani blogger Kyamram Razmovar, known on the internet for his hatred of Armenians, videos mocking Armenians, and preaching intolerance, recently published a video showing the desecration of the memorial dedicated to the fallen freedom fighters of the 51st battalion. The monument has been vandalized with red paint, and defaced with various inscriptions, and its lower parts have been destroyed.
Our response
Resolution 2582, "On the Destruction of Cultural Heritage in Nagorno-Karabakh," adopted by the European Parliament in 2022, mandates that Azerbaijan must ensure no interference in Armenian heritage sites. The resolution emphasizes maintaining the authenticity of these heritage areas and stipulates that any restoration work must adhere strictly to this principle.
The desecration of the monument also violates the criterion of cultural significance established by the Burra Charter (Australia, ICOMOS) in 1999. Concerning the destruction of historical evidence, it is important to note that, according to this criterion, preserving the historical value of heritage involves maintaining the integrity of its historical evidence (Burra Charter, Article 2.3).
