Karaglukh-Shikakar is one of the important centers of the Armenian liberation struggle. At the beginning of the 9th century, here the Armenian prince Sahl (Sahak) Smbatyan laid the foundations for the future political freedom of Armenians Artsakh. The prince of the Shikakar fortress was so popular that Arabic sources of that time also recall him. He is the organizer of the capture of Babek, who was devastating the provinces of Artsakh, together with Prince Yesai Abu Muse, the creator of the Artsakh powerful political structure - a structure that has survived and preserved the existence of Armenians of Artsakh in their cradle to the present times.
Shikakar-Karaglukh, with its strategic position, remained inviolable during the years of the Artsakh Liberation War. Losing Shikakar means opening the gates of Stepanakert. Losing Shikakar means opening the Khachenaget Valley to the enemy. In Shikakar even today separate parts of the walls of the spacious fortress, churches rich in khachkars and tombstones of the cemetery as evidence of the heroic past, are preserved․ Not only the strategic height is in danger, but also the cultural heritage, reflecting the centuries-old presence of Armenians․
